Looks like it, you don't have "Premium Member" next to your name. You have to pay per year for membership I think - does it just run out after a year and you have to sign up again? I've only been here a year so don't know

The subscription is yearly, if it didn't auto renew due to any problem with Paypal the membership will have lapsed. Paypal generally retry about 5 times and then gives up.
