My brother has been offered a 2013 V4 with 17000 miles. It struggles to start and doesn't run correctly...could this be an expensive buy?

It’s always a risk unless you have an idea why it has issues. I very much doubt that the owner wouldn’t have tried some of the obvious, plugs etc. It could be it has old fuel if it’s been off the road or something else low cost to fix or has it got low compression on one or more cylinders from top end issues etc.  As the saying goes, only gamble if you can afford to lose.  If the owner would let you do some basic tests before purchase it would help ( maybe compression test etc )

After speaking to my brother, the owner reckons it was fine last year and now it has issues. Like you said.... I would have thought the owner would have at least tried a few things first.
