They tried in the 80's to bring in stuff like that, airbags and leg protectors. All that happens is the rider is caterpulted about 20ft up in the air over the accident and if you were lucky you got away with a broken back but more than likely you'd be launched into oncoming traffic and killed to death.
Imagine if you crashed at a bike meeting, there'd be bikers flying through the air left right and centre.

They've been doing that since the beginning of time,I think some of them are perhaps growing a conscience and trying to justify their existence
