They are a full filter , it's just cone shaped inside.

As Hemi says , its a way of increasing surface area without degrading the filtration but also allows for fitting into a tight space.

Cheers guys, that makes sense now, not come across one of those before.

Now that might be a good solution for a Renegade airbox (As I don't like foam filters especially if they can get wet). Or even with an EVO airbox fitted over the intakes to eliminate any concerns over sealing of the tank.
